POSTASSISTANT DIRECTOR: INFRASTRUCTURE REF.  (WCTVETC 1/2/0027)

SALARY:                            376 596 per annum (Level 9)

REQUIREMENTS: National Diploma (NQF level 6)/Degree in Facilities Management/ Safety; B. Degree: Civil Engineering; National Diploma (NQF Level 6) / Degree in Facilities Management; Experience 5 years in Facilities Management and OHSA;  3 years Project Management experience in built environment projects.; Knowledge of Public Service Act and Regulations, Occupational Health and Safety Act, Immovable Asset Management Act, Telephone Management system, Fire control system and facilities management system. Marketing research skills; Internet usage skills; Planning and organizing; Financial management; Report writing; Communication and interpersonal; Problem solving; Computer literacy; Analytical; Client oriented; Project management; Team leadership; Planning and organizing; People management.

DUTIES: Infrastructure and estate management: Monitor the facility’s utilization rate; Ensure sufficient and adequate classrooms, offices and boardrooms; Ensure workshops are installed with effective modern equipment; Monitor maintenance plan for all the equipment in the college; Assess the progress towards the achievement of strategic targets of the college; Provision of secure and safe learning context monitored; Ensure provision of office accommodation and parking services; Manage Occupational Health and Safety function: Ensure compliance with Occupational Health and Safety standards; Maintaining a safe and healthy environment for work and study; Conduct Health and Safety inspections regularly; Develop the college emergency evacuation policy; Develop health and safety policies and guidelines in line with relevant prescripts; College risk management strategy operationalized and overseen: Manage assets verification programme; Facilitate and ensure awareness workshops of policies and procedure manuals relating to facilities management; Train staff and students on general safety; Train members on the scope of risk management; Manage security services: Ensure the provision of technical security services; Responsible for security and access control at facilities; Ensure compliance with IT security standards; Develop and implement policy regarding security and health and safety; Consolidate and compile reports to the relevant stakeholders: Submit data to enable the section head to compile section reports to council committee; Ensure weekly reports and quarterly reports are completed and submitted on time. Manage and development of staff: Render management service to the staff; Manage the development and performance of the staff; Manage the performance agreement of the staff Provide Project Management input to maintenance projects to ensure effective delivery; Manage and accurately report on the budget and milestones of maintenance projects; Prepare tender documentation and specifications; Oversee and co-ordinate external PSP teams to carry out maintenance projects effectively; Ensure supervision and quality control is effectively carried out on projects. Competencies: Thorough understanding of procurement and documentation requirements of building /maintenance projects; Ability to work under pressure and meet deadlines; Proven computer literacy (Microsoft Excel, Microsoft Outlook, MS Project, MS Word); Excellent administrative ability and record keeping; Communication skills (written and verbal).
